Pursuant to Section 1.1206 of the Commission's rules, we are electronically filing this letter in the dockets referenced above as notice of a December 17, 2009, meeting with, Thomas Koutsky, Rebekah Goodheart, Mukul Chawla, and Carol Mattey of the Commission's Broadband Team, and the following persons:

During the meeting, participants discussed the matters contained in the association's filing in the Role of the Universal Service Fund and Intercarrier Compensation in the National Broadband Fund.(1)
ACA explained its proposal for reforming and evolving the Universal Service Fund Program to provide for broadband. ACA representatives discussed capping the fund at the December 31, 2009 level, concepts regarding ways to reform the USF to reduce funding in competitive areas where it is no longer needed and using the savings from such reforms to fund a broadband fund. ACA representatives also discussed continued funding for current wireline eligible telecom carriers with fewer than 100,000 lines unless they decided to draw from the newly created broadband fund. ACA emphasized that broadband support should be efficient and non-discriminatory where one industry segment is not favored over another and one technology is not favored over another.
